The Regulation on the tasks of the Ministry of Labour and Social Policy concerning unaccompanied foreign minors was published on 15 March. The law concerns the Minors Information System, family investigations, the opinion on permits for minors, integration measures, and solidaristic temporary reception programs.
On the same day, 15 March, the Committee of Ministers of the Council of Europe adopted a decision urging Italy to take the necessary measures to implement the European Court of Human Rights ruling Darboe and Camara v. Italy. In 2022, Italy was condemned for having placed an unaccompanied foreign minor for more than 4 months in an adult reception center, which was overcrowded and lacked adequate facilities and health care. The authorities had identified him as an adult, only based on an X-ray examination of his wrist and without guaranteeing him the possibility to appeal.
