Labour Migration Flows: 2026–2028 Plan Approved

On June 30, the Council of Ministers approved, in a preliminary review, the draft decree of the President of the Council of Ministers concerning labour migration flows for the 2026–2028 period. The decree outlines the planned entry of foreign workers to Italy through regular migration channels over the next three years.

A total of 497,550 entries will be authorised during this period, divided as follows:

  • 230,550 for non-seasonal and self-employed work
  • 267,000 for seasonal work in the agricultural and tourism sectors

This represents a significant increase compared to previous years’ quotas. The figures were determined based on the needs expressed by social partners and the number of work permit applications actually submitted in recent years, with the aim of ensuring a labour migration programme that is both responsive to business demands and grounded in realistic projections.
